No-one who wants to stay in business makes business decisions based on hearsay and 'word on the street'

A professional reference is not "word on the street".... People don't get interviews because:

1) Their resume sucks
2) Their cover letter sucks.
3) There are more applicants that have better resumes, cover letters and/or qualifications.
4) The hiring manager knows the candidate
