even though you've posted the policy many times over the past year, is that the waiver is automatic for the majority of transfers. The application process applies for those transfers with a GPA between 2.0 and 2.6 when they leave.

Price and Biedscheid were scholarship players for an entire semester - during the playing season - while they were sitting out for their transfers. Payne was not in a similar situation and there very well may be factors that we not aware of at play.
