Do you know how long they stayed there?

I'm assuming the pulled over at the very least to assess damage to their car and make sure if it was drivable. I wouldn't want to wait around on the side of a highway waiting for cops or the dog owner to come if my car is drivable in a one vehicle collision. But I also am not sure that would mean they're no longer entitled to damages. In fact, I think the cops would tell you to just drive in and report it instead of calling them to the scene. Again, there are a lot of assumptions in my response as I have no idea. ****ty deal all around and I'm sorry.
