poor folks spend almost all of their income just to live. So if say
Citizen A makes $50,000, and spends 50,000 of consumables just to live. If the tax rate is 30%, then Ctitzen A pays an effective tax rate of 30%.
Citizen B makes $200,000, spends the same $50,000 on consumables, and the consumption tax is 30%. B pays $15000 in taxes, or an effective tax rate of 7.5%.
Consumption taxes are very regressive and very unfair.
