You do realize that the poor hardly pay any income tax at all, right? The poorest fifth of Americans pay an average of 1.5 percent of their income in income taxes. The top 1% in income pay just under 24% of their income in income taxes. Putting them at the same rate with a consumption tax obviously shifts more of the burden from the rich to the poor. It's not that hard to see.
