No, not confused at all. First, with a sales tax, everyone pays the same rate, as opposed to income tax which has different rates for different brackets. Most people understand that the rich can afford to pay a higher rate. Second, the poor spend most or all of their income, because they need to, whereas the rich can save more. This actually reseults in the poor paying a higher overall % of their income than the rich. Very regressive.
