You are making that assumption. I stated that the solutions are not as simple as people make them sound which is absolutely true.

I have never stated any disaster is due to climate change. It would be preposterous to attribute an event that has been repeated since the beginning of modern human settlement in Los Angeles to climate change (as is the case with major hurricanes). Climate change may very well exacerbate the problem but the data doesn't exist to approach that degree of granularity. The bigger issue is that more humans live in the mountains around LA than ever before (just like more people live in south Florida than ever before) so the impact of such disasters on humans can amplify the severity of the event.
