As is much of the rest of California. There just isn't that much water to trap and store in reservoirs around LA - and what does get stored is subject to high evaporation rates due to the low SCal humidity so its really not as efficient as you might think. Water is already brought to LA via Owens Valley (LA Aqueduct) which drains the east side of the Sierra Nevada's and the Colorado River Aqueduct. You can bring more water from the north to LA but it would cost billions and deprive the agricultural industry in the Central Valley of water which would make your grocery bills go up.
And what forest management would you suggest? Clearing the Chaparral vegetation from the hills around LA only to make them susceptible to landslides. Southern California's "forests" are much different than northern California's.
You make these issues sound like simple things to solve. They are not.
Southern California has too many people for the measly 14 inches of rain they receive per year. That's marginally better than desert conditions. They get by most years without issues but periodically the sh$t hits the fan and it will continue to be that regardless of the political makeup of their government.
