The issue that Trump appeared to be speaking about was moving water from northern to southern California via "canals". None of the articles you posted nor what Rhayworth contributed address that (nor does the proposed spending). All of those address water storage. To say California hasn't addressed water storage is wrong. Even the statement you pulled from the LATimes article suggests California has done well but there is room for improvement.

When I responded to you, I was going off the transcript you posted yesterday. Trump was conflating water storage and water transportation. If I'm going to do my own research, reply with something more cryptic than Ask Newsom.
