There are some "available" seats to pick from and then another block of seats that I can upgrade to for a fee.
It all depends on when you book and how early you book your flight to get the best pick.
I guess I've never experienced not being able to get a seat I like on SW. I usually get an A or at worst a mid B and that means at MOST maybe 90 or so people have boarded ahead of me on a plane that holds probably around 180 people.
