It prevents the *new conference* from owning ASU's media rights.

In other words, ASU's TV rights would still belong to the Big 12, even as it plays in another conference.

The problem, obviously, is that no other conference is going to want ASU if it can't own/sell their media rights. It's why the GoR is more binding & problematic than the exit/withdrawal fees; even after paying the exit fees, a school's media rights would *still* belong to their former conference for the remainder of the GoR.
