I wonder if you could make a rule that you can't receive a scholarship after one free transfer? Leaving the rule in place they can transfer and receive NIL money but they would have to pay their own tuition etc. Now this isn't going to stop the high $$$ dollar transfer but it might slow down the mid-range transfer.
