It is either point and waive both hands down low like you would in an incomplete pass signal, or just wave both hands down low.

I bet it would be virtually impossible, if not impossible, to find video of a kick returner doing exactly what he did. The fact that he did not signal in a way consistent with what people are accustomed to seeing week after week, year after year, is the real source of the issue here.

Wutang is probably right, they will probably revise the rule to add more definition.
