To interpret the rule that way, I have never seen it interpreted in that manner.
A fair catch signal must be a clear back and forth above the head. An invalid fair catch signal has always been some kind of half assed motion at or above head level that does not meet the clear back-and-forth.
However, I have also never seen a kick returner try and wave guys off of the ball while only using one arm. I have always seen them do that with both arms making essentially an incomplete pass signal.
One thing that needs to come out of this is that football needs to adopt a 5 yard penalty for an invalid fair catch signal. If a valid signal and an invalid signal both have the same result, what is the point of differentiating between the two?
