Citizen A reports to Law Enforcement that Citizen B is scary and has a GUN. Law Enforcement (using funds provided by all Citizens) uses the Process to remove property from Citizen B who has committed no crime.
Citizen B MAY be able to either stop the Process OR get his/her property back using council paid for by him/her. But at worst case for the Process even if Citizen B gets his/her property back he/she will effectively have paid a fine consisting of Council cost, Court cost, loss of reputation, etc.
For a crime he/she has not committed he/she has been punished por encourager les autres. Citizen A and the Process are heroes for stopping what might have been a crime.
