You must allow guys to actually play defense. When the guy is there and still gets the Block called on him that is when he is going to resort to reaching and grabbing.

If they would properly call the charge in the first place, then the offensive player is no longer incentivized to try to create contact, he is encouraged to try to maintain space.

But we keep bailing out ball handlers instead of forcing them to learn to play the game properly
