game more enjoyable. That requires a few simple rule changes, making the ref job easier, more consistent and would recognize today's game as being quite different than in the past. Doing that won't be easy but they could attempt it. Anyway, I'm not entertained by a game when its stopped constantly by a ref's whistle.
