In Missouri you apply to a charter school and are put on a list. That school is not allowed to pick and choose which students to admit and may not throw students out. For admissions there are exceptions made for siblings and they may expel students after due process is followed. But that is as far they can go.
I taught at a charter for a while and has a few students who tried to get kicked out. Once they found they didn't work they often tried to get in as much trouble as possible so their parents would move them back to their neighborhood school.
