And in our form of government, it means those who decide to engage and make their voices heard. Those who hate the process can elect not to participate, but in doing so they silence themselves.

Our form of government has certain realities. Namely, the majority of those speaking win and we move forward together per those decisions. There are chances to change them later, but we move forward based on those decisions.
