and yes, more policing is obviously the answer so you can conduct the directed patrols I was talking about. I'm just not sure who's going to foot the bill for a small army of police to go into certain neighborhoods.

I agree that traffic and parking cops (although the latter typically aren't certified LEO's) could be utilized elsewhere. A lot of PD's I know have already started depleting their traffic units to move them elsewhere due to low personnel numbers.
