It has been and always will be about the people. A dictatorship could be wonderful with a noble, benevolent, wise dictator. As my father said, a democracy is fine until 51% of the people are cannibals.

Culture and the moral code that defines the culture matter. And when you think you can have many cultures you actually have none.
