Chicago in regards to the violent crime issue? I really don't know, besides the "they could be replaced by another company" argument. Like any other police force, they could somewhat dampen it with directed patrol but I don't think the results would be much different. They still wouldn't be able to change the culture, and yes it's a culture problem.
