It is a combination of police, laws, and culture.

I wonder how much these various police departments have sacrificed revenue through traffic and parking enforcement...I am guessing not much.

If there is a problem, you might have more policing companies coming to an area for policing. I mean..if a mall has more security issues, they would likely hire more security officers. If what I read is true, there are fewer police on the street today of these cities.

How is "replaced by another company" argument a bad sentence to use? It is exactly what happens in a free market. Circuit City went out of business. It's business was replaced by another company because it was a failure. That is now allowed in this country for policing.

Please explain why this message is being reported.
