it is their job to a:
- Determine if the rules were followed
or
- Determine if the rules violated the Constitution
It is the legislature or executive branch (through regulations) to provide the clarity.
This does not take into account that the plaintiffs had no standing, and it is not a federal issue
And also..he did not use the word clarity..he used the words clear rules...two very different things.
