Because a tax will always disincentivize the behavior being taxed. While I don't like the idea of taxing sales transactions (and don't think there should sales tax), it might encourage saving over spending.

With property tax, you are discouraging owning and improving property. There's nothing good about that. With an income tax, you are discouraging production and that is just about the stupidest thing a govt could do.
