First of all agree with ummm on user fees, but I would use Gofundme style as a transition.
Year one...you pay the same tax rate, but you get to choose which departments get your money. Just like stocks, each department sends you their prospectus and you decide if you wish to fund them. (you can pay more if you would like)
Year two...you are only forced to pay 5% less...each department puts an annual report out saying what they did with last year money and request for this year...you decide how to fun
Year 3....even less is forced
After 10 or so years, it is completely voluntary. I would suspect competing agencies will be formed looking for that money...and those agencies that served your money well will grow.
Just an idea...very open to criticism as I know it is not perfect, but also provides a better transition than simply ending all government.
