They have pigeon-holed states talent and do averages each year on what they think it will produce. Since they only play against each other they never really get to ‘rise above expectations’. They all expect Texas to have “x” number of 5*, 4*, etc....same for Missouri. It is generally accurate because MO doesn’t have the depth of talent TX does, but I do believe these services come to a state ‘expecting’ a certain number and that is what they magically end up with for the most part.
