They make their decisions based on money and votes. A HOA board will always make decisions based on merit. Also if a citywide contract is given there won't be much meat on the bone left for the competitors to stay afloat and eventually the city will be stuck with the monster they created.


I see how a lesser mind would try to extend the positives of a HOA contact to a city scenario but it is a fools endeavor
