What is more likely - that the total number of cases is over reported or under reported?

Common sense is ok to use when people are telling you to stay locked in your house and nary an ambulance or any sign of unrest - save some nazi businesses forwarding the agenda in super aggressive ways, can be seen as evidence anything at all is actually happening...
