I also have no doubt that he knew that what he was sending didn't contain earth shattering news or he wouldn't have sent it. At the end of the day, I don't doubt that he knowingly sacrificed his career for what he believed to be the health and lives of his sailors. So yes, he probably should have done what he did and yes he should have received the consequences he received. He'd probably say as much.
