My recollection is that:
1. The NCAA had freshman eligibility rules, requirements a frosh had to meet in order to be play as a frosh, essentially a minimum core curriculum in high school with a minimum gpa in the core curriculum and a minimum test score.
2. The policy in #1 was criticized as being discriminatory against minority athletes.
3. What was commonly referred to as Prop 48, a provision that allowed schools to award athletic scholarships to incoming freshman who failed to meet the requirements set forth in #1, but did not allow the student athlete to play as a frosh was adopted in the mid 1980's and hung around till about 2010.
4. My recollection is the Nebraska, KU and KState all made substantial use of the modified policy.
5. It is also my recollection that the Texas-Nebraska dispute arose shortly after the formation of the Big XII, i.e. within the first five years or so of the formation of the Big XII in the mid 1990's.
