Too many have an attitude of "us vs. them" and apply it to anyone they deal with. And in many places are even allowed to be corrupt, such as planting evidence on a perp and gaining a conviction based on that. Also, no doubt lying is often permitted or even condoned.

Some of these has just started to change. But not fast enough.
