Society has deemed negative consequences to drug use, prostitution, speeding, driving without proper training, etc. and as such have passed laws to promote safety. Yes, some say that until someone is killed or maimed nothing should happen. That is another argument I find juvenile and silly.

Not sure what consequences there are to two gay people getting married other than it is not marriage from a religious sense which is where marriage originated to begin with. The state can latch onto marriage but I don't believe they have the right to change the definition.
