broken schools kids can get a good education.
I worked in KCMSD for almost twenty years and as bad as our schools were there were success stories every year and I was often visited by returning graduates who had 'gotten out of the ghetto' so to speak.
If kids were to come to school ready to learn, parents would not accept (and sometimes encourage) failure and disruptive behaviors were not tolerated most failing schools would see immeadiate improvements.
