but to me, it's very important. Because If "transfer" means "carry" then I would think that this is the main statute and while there might be corresponding statutes that affect it, I would look at this as the main, original source of any violation. If it means "delivery" then it appears that this would be an auxiliary statute which is designed not to create a violation for carrying, but a violation for those delivering guns into the hands of juveniles. And then, I'd be looking for another source for the permission/liability to "carry". I totally agree with you that I don't see any statement of the penalty for the offense.
