which I will stipulate is misleading for half of the statute.
the prosecutors I have spoken with have told me in addition to it being unenforceable due to a lack of a penalty section they say it's confusing b/c of the name of the ordinance; although my contention is still that the name of the crime is sort of irrelevant b/c they define it by the two federal statutes. I agree it's a dumb way to define it, but that is just my opinion.
