dealt originally with the buying, leasing, exchanging or receipt of a concealable firearm without a permit. So, it goes not to the ability to lawfully "possess" or "carry" a concealable firearm, but the transfer (think delivery) of the gun to that person. So, to determine whether they're able to legally possess it, wouldn't you need to look for a statute dealing with possession, or use? I agree that the federal law has a corresponding possession clause within its statute, and I don't know why they wouldn't include a sentence for that violation, but is it referenced by other statutes?
