a business must have employees work each year.

Ideally, you would pool all hours worked (someone did 20, someone did 40 as an example) then pay each 30 hours of labor

Problem solved. My goodness, this isn't hard if you get out of the exploitation of labor paradigm we've been in since the Industrial Revolution.
