He's looking at SWAT teams in various locales, but I'm not sure he's adjusting for difference purposes other than "emergency situation". He seems he's basing the type of things SWAT teams do on data in Maryland.

Also, the metrics he chose were due to a comment from the STL County Police Chief during the Ferguson riots.
