improve overall officer safety (which is an odd measure). They are specialized units used for specialized tasks (hostage, dive teams, bomb teams, etc.). From my experience, SWAT teams receive a ton more training hours in these specialized fields as compared to regular patrol officers. Not all are for "emergency situations".
A completely different argument can be made for whether or not SWAT teams should acquire (and keep acquiring) various types of military equipment.
If they wanted to do a study on certain "task forces" in relation to decreasing crime and improving overall public perception, they should do studies on community policing.
