If it was your proposed plan, then there is no reason for it to be govt run. Private funds can do exactly what you're proposing, and you and I both know, they would do it better than the govt. Plus if your plan allows opt outs, who is stupid enough to invest their money with the govt that has already shown it cannot be counted on to hold our money in trust?
