It takes like a 3/4 majority in the Senate to submit an amendment to the states for ratification. As long as the Democrats have over 25 in the Senate, that ain't gonna happen. They want the welfare vote.
The alternative is for 38 state legislatures to approve a constitutional convention, which has never happened. But there is a movement underway for just that.
