if the NBA really wanted to get with the program they'd give D-League owners an incentive of X% of the players' contracts when they get promoted to the NBA.

i scout, sign and develop Wildcat Jr on my D-league team for a year for $50k, then when he gets drafted the next year the NBA team who takes him pays me 10% of his first year contract. since the league minimum is ~$490k, i at least recoup my investment on every player that gets promoted. if he goes at the top of the draft, i could get as much as $500k, paying my entire payroll for the following year. if guys don't get picked up, i don't really make much money but they still help generate ticket sales and whatnot.
