I think a suit is appropriate the majority of the time, but not every time. The times it's not appropriate isn't always because it's a low paying job. That's why I mentioned the pay.
Especially in sales, dress nice and look nice, but dress for the role you'll be working. Don't wear what you'll be expected to wear, but don't overdue it.
Your portapotty salesman wasn't a bad example. If you're hiring a guy that is selling to carnies, you want him to relate to carnies. You want him to be professional and represent the company well, but you also want him to be able to relate to the customers and the manager.
