UT and OU as members. This is the offer I would make:

Invite UT, OU, and (as required baggage) TTU and OSU with a stipulation in the bylaws that TTU/OSU are "bound" to UT/OU such that if UT/OU should ever leave the conference, then TTU/OSU goes with them. That provision would be needed to prevent the possibility of being stuck with TTU/OSU (i.e. the baggage) if UT/OU should ever leave (go Indy or join the B1G/SEC).

I could see a deal like that happening 5-6 years from now.
