The driving force for conference expansion is to increase the conferences cable TV footprint to increase the number of available cable subscribers for the conference TV network.

It is widely accepted in the tech world that what might be termed the Netflix model is going to largely replace cable tv in the foreseeable future. That will eliminates the primary financial motive for conference expansion. It will make a team's own market and popularity the paramount factors in determining its tv revenue.
