a number of times and then read some of the individual committee reports and look at the calculations of various schools and it's entirely impossible to figure out for some of them. The "general" information doesn't provide some of the details about waivers or late adjustments, for example.

I'm assuming because of privacy issues for individual students, you couldn't even get the calculation with a FOIA request.
