IF there is a problem - as you seem to imply there is - in our cities, in CHICAGO or wherever, that increased parental involvement would help address and improved relations with cops would help address, I suggest - IF you are looking for solutions - that perhaps re-writing a tax code so that like an even distribution of Defense money and fire fighters etc, we might look at re-aligning funding schools as well.

IF you are serious about it.

Charter schools need far more over-site not going there right now.
