As an individual, you are responsible for yourself. For the vast overwhelming majority of people, they, in conjunction with their personal sense of morality or responsibility, will extend that to their children.
However, at a base level, the individual is responsible for themselves. That is because no one is required to adopt your morality or your sense of responsibility, just as you are not required to adopt theirs. No on is required to extend a sense of responsibility for their child, or anyone elses. Many may choose to, but some do not.
