at your isolated "check points" that are just a guy with a pencil, you just ignore those people after they enter because you don't support ICE action.

correct?

I.e. if someone enters outside of your "agriculture check", they are as free to move around as one who bothers with your check?

How do you know who has passed through your check v. who hasn't if you don't have "papers" that you stamp indicating they are "legal"?

why bother stopping anyone if you aren't going to round up those who don't bother to come through a checkpoint???
